Schemes and grievance redressal for the Armed Forces

Ministry of Defence in India, has rolled out various welfare and rehabilitation schemes for ex-service-men. The Apex body of the Government of India that deals in laying down policies/ guidelines for the welfare, resettlement and rehabilitation of ex-servicemen/ dependents and their families in the country is Kendriya Sainik Board.   

 

Who are included in Armed Forces?

The Armed forces include the Army, Navy and the Air Force of the Indian Union and also includes the Armed Forces of the former Indian States. This, however, excludes people who have served in the Defence Security Corps (DSC), General Reserve Engineering Force (GREF), Lok Sahayak Sena (LSS) and Para Militiary forces (PMF)

 

Raksha Mantri Ex-servicemen Welfare Fund (RMEWF)

Raksha Mantri Ex-Servicemen Welfare Fund (RMEWF) Scheme was launched by the Department of Ex-Servicemen Welfare, Government of India. The Government provides financial assistance to Ex-servicemen and their widows under this scheme and also helps them in educating their children.

Armed Forces Flag Day Fund (AFFDF)

Administration of AFFDF lies within the capable hands of Kendriya Sainik Board. It is operated by a Committee set-up to manage the same and is headed by Hon'ble Raksha Mantri at the Centre and Hon’ble Governor / Lt Governor at the State / UT level. Kendriya Sainik Board, which is an apex body of the Government of India, formulates and operates various welfare and rehabilitation schemes for Ex Servicemen and their families. These welfare schemes are funded from Armed Forces Flag Day Fund (AFFDF).

Modified Scooter Grant

Under Modified Scooter Grant, Rs 57,500/- is provided to those Ex-servicemen who are disabled after service with a disability of 50% or more and who are not covered under the scheme of AG’s Branch of IHQ of Ministry of Defence (Army Navy & Air Force).

Prime Minister’s Scholarship Scheme

Under Modified Scooter Grant, Rs 57,500/- is provided to those Ex-servicemen who are disabled after service with a disability of 50% or more and who are not covered under the scheme of AG’s Branch of IHQ of Ministry of Defence (Army Navy & Air Force).

Reservation for Ex-servicemen in Central Government Posts

 

Central Government Ministries/Departments:

10% Direct recruitment posts upto the level of Asst Comdt. in CAPF.

10% Direct recruitment posts in Group ‘C’.

20% Direct recruitment posts in Group ‘D’.

Including 4.5% for Disabled ESM and dependents of those killed in action.

 

Central Public Sector Enterprises

14.5% in Group ‘C’ Posts

24.5% in Group ‘D’ Posts

Including 4.5% for Disabled ESM and dependents of those killed in action.

Resettlement Options

Under resettlement options to officers, post retirement, resettlement courses are provided in reputed institutes throughout India so that they can enhance their educational qualifications and increase employment options post retirement. An exemption of 100% of the course fees is given to JCOs/ORs and 60% to officers. The exempted amount against the course fees are paid by the office of Directorate General Resettlement (DGR).

Defence Quota in Reservation in Allotment of Oil Product Agencies

 

An 8% quota is reserved for LPG Distributorship and Petrol / Diesel Retail Outlets for armed forces personnel, Central / State government employees, Central / State PSU employees and CAPF under The Ministry of Petroleum & Natural Gas. Such a reservation is also applicable for the widows/dependents of the members of the Armed Forces who died in war or in harness due to attributable or aggravated causes to Military Service. The eligibility certificate for the above distributorship is issued by the office of DGR.

Schemes and Concessions

 

Ex-Servicemen Coal Loading & Transportation Scheme: An MoU signed between CIL and DGR under this scheme involves emergence and running of a coal loading & transportation Companies which are formed by ex-servicemen officers against request from Coal Subsidiaries. 

Tipper Attachment Scheme: Linked with the Ex-Servicemen Coal Loading and Transportation Scheme . retired JCOs/Widows who have registered for the said scheme are required to fasten a tipper truck with the above company. Although, under this scheme, Ex-servicemen JCOs/OR will have to pay the seed money to procure the tipper.

Management of CNG Station: A tie-up between DGR and IGL is in place to operate Company Owned and Company Operated CNG stations of Indraprastha Gas Limited (IGL) in NCR and Delhi by ex-servicemen officers. 

Management of Company Owned Company Operated Retail Outlets: For the retired defence officers who have registered under this scheme DGR are sponsoring them to the concerned oil company for an interview to manage the COCO retail outlet of the concerned oil company. 

Management of Mother Dairy Booths / Safal Outlets: Retired JCOs / NCOs who have registered for the said scheme are introduced and sponsored in the Mother Dairy Corporation for an interview in order to manage their milk booths / Safal outlets in Delhi and NCR area. 

Children’s Educational Concession is given to the children of Armed Forces Personnel who were killed/missing or are permanently disabled in various operations.

Rail Concession: Kirti and Shaurya Chakra Gallantry Awardees and their widows are provided with First Class / AC-II Tier Complementary Card Pass under railway concessions provided for armed forces along with one companion in all express/mail trains except Rajdhani and Shatabdi Express trains. War Widows and Widows of Defence personnel killed in action against terrorists and extremists are facilitated with 75% concession for travel in 2nd class Mail and Express trains.

Air Travel Concession: Recipients of Level-I and Level-II Gallantry Awards as mentioned above, Pre-Independence Awardees of Level-I & Level-II, War disabled officers from 1962, 1965, 1971 wars and Kargil war and the war widows of Indian Armed Forces Personnels killed in action are eligible for 75% concession in normal economy class INR fare for travel on domestic flights by Air India only.

Telephone Concession: The Chakra Series Gallantry Award Winners, War Widows and Disabled Soldiers are exempted from registration charges and installation charges, including full and 50% concession in rental charges for telephones. They are also given certain amount of priority under NON-OYT Special category for release of telephone connection.


Grievance Redressal Mechanism

Efforts / arrangements are made for quick redressal of grievances of ex-servicemen in following ways:

CPGRAMS:- Online Centralized Public Grievance Redress and Monitoring System which is maintained by Department of Administrative Reforms & Public Grievances helps in effective and timely resolution of public grievance also for ex-servicemen.  

Controller General of Defence Accounts (CGDA) :- Public grievances redressal mechanism for ex-servicemen is already in function in the CGDA and are being closely observed at various levels.

Army Headquarters (AG/PS-5):- The indemnity of public grievances system for ex-servicemen have been strengthened with setting up of dedicated Directorate in the IHQ of Ministry of Defence (Army) called Directorate of Indian Army Veterans (Army). 

Naval Hq/DPA:- Setting up of dedicated Directorate in the IHQ of Ministry of Defence (Navy) called “Directorate of Ex-Servicemen Affairs” has also strengthened the public grievance system for ex-servicemen to a great extent. Similarly, a dedicated unit called “Naval Pension Office” at Mumbai has also been set-up to resolve the grievances of Naval Pensioner’s.

Air Hqrs/DAV:-  Air Veterans Cell functions dedicatedly for the Air Force Veterans to solve the grievances of ex-servicemen and every effort is made to ensure early redressal of queries with respect to Air Veterans.

Department of Ex-Servicemen Welfare:- There is a specific cell in Department of Ex-Servicemen Welfare (DESW) for handling grievances relating to pension. The electronically received grievances through CPGRAMS are disposed off electronically and the remaining are disposed off manually.
